What is a Rate Study?
A water utility rate study is a financial review that looks at future revenues and expenses and considers how to structure rates to cover the cost of utility services.
Objectives include:
- Ensure financial stability of the utility
- Ensure the delivery of safe, reliable service for customers
- Fund the Capital Improvement Plan
- Align structure to meet utility needs while factoring in community interests
Public Involvement
El Paso Water is conducting residential and commercial focus groups and hosting a community Open House on Thursday, September 12 from 4:30-7:30 p.m. at Memorial Park Senior Center, 1800 Byron Street, 79930.
We would like public input to understand community priorities and preferences as they relate to the utility’s rate structure. Priorities to be considered include:
- Revenue stability
- Affordability
- Equity across customer categories
- Economic development
- Ease of understanding of rates
- Conservation
- Rate stability to minimize customer impact

Timeline
- August/September 2024– Public Involvement Process
- November/December 2024 – Rate study results shared; proposed rates to be presented to El Paso Water’s Public Service Board.
- January 2025 – The PSB will consider and approve final rate structure and rates along with the 2025-26 budget.
