Plant Function

Haskell R. Street WWTP

This plant is designed to treat wastewater and discharge it to either the Rio Grande or the American Canal. The preferred discharge point is to the American Canal in order to provide irrigation water to farmers in the Lower Valley. In exchange for this irrigation water, El Paso Water obtains valuable water credits for surface water that is treated to drinking water standards, reducing our dependence on groundwater.

Reclaimed water is also sent to several central El Paso schools and parks, including Ascarate Park and Ascarate Golf Course.

Renovations/Upgrades

The plant has undergone several expansions and modifications in an effort to meet ever-changing environmental regulations and to enhance the reliability of the treatment processes. In 1999, a $25 million upgrade and renovation introduced several innovative treatment technologies, including energy-efficient anoxic treatment basins, biological nitrification and natural gas fueled air blowers in the aeration process.

A series of major odor control improvements began at the plant in 2015, resulting in a 75 percent decrease in the number of neighbors who deal with odors from the plant.

  • In 1994, the plant was selected as the Texas State and EPA Region VI winner of the Operations and Maintenance Excellence Award, Large Advanced Plant Category.
  • Since 1997, the plant has received 11 National Association of Clean Water Agencies (NACWA) Gold Awards for perfect compliance.
  • In 2004, the plant received the NACWA Platinum Award for five consecutive years of perfect permit compliance.
  • In 2007, the plant received the Platinum Eight Award for eight consecutive years of perfect compliance.
  • In 2016, the plant received the NACWA Silver Award for peak performance.

 

Interesting Facts

The plant is the oldest wastewater facility in El Paso.
