EPWater issues urgent update on Cement Lake Dam conditions

EL PASO — EPWater is providing an urgent update regarding conditions at Cement Lake Dam (also known as Portland Reservoir). While earlier mitigation efforts successfully reduced some risk, engineers are now observing increasingly concerning developments at the site, including slow-rate slope failures, slight embankment movement, and water seepage—indicators consistent with a breach that carries a risk of dam failure.


Out of an abundance of caution, EPWater has relocated all personnel to higher ground and away from the immediate hazard area where a breach could occur. The utility has also coordinated with dam experts from the U.S. Army Corps of Engineers to further advise on mitigation efforts.

Crews continue working to lower water levels in the reservoir to reduce pressure on the dam. Pumping operations have already removed approximately 30 inches of water, however, current assessments indicate that as much as 10 feet of water may need to be removed to further stabilize conditions. Additional pumping equipment is being deployed.
“Our crews and contractors are working around the clock to monitor, assess risk, and reduce pressure on the dam,” said EPWater President and CEO John Balliew. “Public safety is our highest priority.”

EPWater is working in close coordination with the City-County Office of Emergency Management, which has activated its Emergency Operations Center (EOC) to support response efforts.

Public Safety and Community Impacts
  • Roadways in the potential impact area remain closed and will continue to be restricted due to the risk of flooding if the dam fails.
  • In the event of a breach, water is expected to inundate currently closed roadways.
  • A nearby residential community is situated on higher ground, and homes are not expected to be impacted; however, access to and from the area could be affected by flooding.
