EPWater Discusses Water Service to Meta
As El Paso’s water utility, our responsibility is to ensure the community has the water resources needed to grow while safeguarding the long-term water security for residents and businesses.
Northeast infrastructure ready for growth
For decades, EPWater has planned infrastructure in Northeast El Paso to support growth. Our master planning considered development at the scale of a large residential community or major commercial and industrial customers. That planning included installation of tanks, pump stations and pipelines needed to support anticipated demand. Because much of that infrastructure was already in place, EPWater was able to establish clear water use requirements for the Meta facility. Meta agreed to meet those terms.

State requirements to serve
As a public utility, EPWater is legally required to provide continuous and adequate service to customers within our certified service area (Texas Water Code §13.250). Just as we serve homes, hospitals, schools and local businesses, we must provide service to any customer– if we have the infrastructure and capability to do so.
Meta Water Use – in Context
Meta will be subject to the “very large water user” rate, the same rate structure applied to any commercial customer with comparable demand. No special pricing or exemptions apply. About 10-12 other customers of El Paso Water fall in this category. Meta is likely to be ranked as number 11.


The Facts About Water Use
Meta modified its facility design to meet the terms set by EPWater. The data center will use technology that enables the facility to run without any cooling water for most of the year.
El Paso Water set the terms of water use in its December 2023 contract with Meta. These caps apply regardless of whether additional phases are added. The size of meter along with the piping network that delivers water to the facility will restrict the amount of daily water that can be used.
EPWater maintains a Board seat with an important voice for responsible water stewardship in economic development priorities. Amid enthusiasm by City and Borderplex leaders several years ago, EPWater still set strict terms of water use.
