EL PASO – El Paso Water is actively monitoring conditions at Cement Lake (also known as Portland Reservoir) in West El Paso due to a potential risk of a dam breach. Cement Lake holds water from a naturally occurring spring. Crews are continuing efforts to reduce pressure on the structure and prevent a potential overflow that could impact nearby roadways, using several utility pumps to remove water.
Out of an abundance of caution, EPWater has requested the temporary closure of sections of Doniphan Drive, Paisano Drive, and Loop 375 based on preliminary inundation modeling.
EPWater has retained Freese and Nichols Engineering to conduct advanced modeling to better understand the potential risks and timing associated with a full breach scenario. Precautionary road closures will remain in place until technical assessments are completed and/or mitigation efforts sufficiently reduce the risk.
Traffic Closures
The following closures are effective immediately:
- Loop 375 eastbound at Racetrack exit
- Loop 375 eastbound at Paisano
- Loop 375 westbound at Doniphan
- Westbound/eastbound lanes of Doniphan at Racetrack
- Westbound/eastbound lanes of Doniphan at Paisano
- Sunland Park at Crockett
- McNutt at River Levee Rd.
Water Quality
Prior to acquiring Cement Lake and approximately 300 surrounding acres from the Texas Department of Transportation several weeks ago, EPWater conducted extensive water quality testing. Results from the spring-fed lake indicated good water quality, with no metals or contaminants exceeding standards approved by the Texas Commission on Environmental Quality (TCEQ) if discharged into the Rio Grande.
Ongoing Coordination and Response Efforts
EPWater remains in close coordination with local agencies as crews continue efforts to maintain the integrity of the dam and prepare for any potential changes in conditions. Public safety remains the top priority. The Office of Emergency Management is assisting with the coordination of road closures and traffic control.
