Fairness & Accountability

No. Meta will pay the same Board-approved water rates that apply to every customer in the Very Large Water User rate class. It will not receive any special or discounted rate.

Much of the water infrastructure serving Northeast El Paso was planned and constructed more than a decade ago in anticipation of future growth. Water infrastructure is funded through a combination of developer impact fees and other capital improvement funding sources—not solely by existing ratepayers.

No. EPWater treats all customers fairly and consistently. By law, EPWater must provide the same level of service to all similarly situated customers.

EPWater’s water meters and standard utility controls physically limit water deliveries to the maximum amount authorized under the water service agreement.

No. Texas law prohibits water utilities from publicly disclosing an individual customer’s water use. Any public disclosure of Meta’s water use would be at Meta’s discretion.

Water Supply & Reliability

Based on an independent consultant’s assessment of Meta’s anticipated operations and local climate conditions, Meta’s average daily water use is estimated to be approximately 480,000 gallons per day over the course of a year.

Under its water service agreement, Meta may use up to 2.5 million gallons per day. However, this level of use is expected only during periods of extreme heat, such as days when temperatures exceed 117°F—a temperature El Paso has never recorded.

Yes. The 2.5 million gallons per day maximum includes all phases of construction and operation covered by the water service agreement.

No. EPWater evaluated Meta’s projected water demand as part of its long-range planning efforts. Meta’s expected average water use represents less than one-half of one percent of EPWater’s total annual water demand and is accounted for within the utility’s long-term water supply planning.

EPWater has spent decades preparing for future growth. Every major customer, new neighborhood, and economic development project is evaluated within the framework of EPWater’s 50-Year Water Plan. That plan considers projected population growth, future business and industrial development, drought conditions, and climate variability.

To meet those needs, EPWater has invested in one of the nation’s most diversified water supply portfolios, including Rio Grande water, groundwater, desalinated brackish groundwater, advanced water purification, conservation, water reuse, and aquifer storage and recovery. Because of this long-term planning and continued investment in innovation, EPWater is able to support economic growth while protecting the reliable water supply our community depends on.

Meta is subject to the same drought restrictions, conservation requirements, and emergency water measures that apply to all other customers.

Conservation & Environmental Protection

As of July 2026, EPWater has not yet received Meta’s required Water Conservation Plan. The plan must be submitted in accordance with applicable municipal requirements as required by City ordinance.

No. Meta’s watershed restoration and water replenishment projects are separate from its water service agreement with EPWater. Meta independently identifies, funds, and manages those projects through its own processes.

Meta will generate both domestic wastewater and industrial process wastewater. Like other industrial customers, Meta must obtain and comply with an EPWater Industrial Pretreatment Permit, which establishes water quality requirements before wastewater is discharged into the public sewer system. EPWater specialists routinely monitor industrial customers and enforce permit requirements to protect the wastewater collection and treatment system.

Based on current projections, Meta is expected to rank approximately 11th among EPWater’s largest water customers.

Meta’s projected average water use is expected to account for less than one-half of one percent of the total water delivered throughout EPWater’s service area.
For additional context, EPWater’s current category of very large water users accounts for approximately 3% of total system demand. With Meta, that category is expected to increase to approximately 3.4%.

Businesses with water demands comparable to Meta include large hospital campuses and golf courses during periods of extreme summer heat.
