EPWater statement on potential risk of dam breach in West El Paso

EPWater is actively monitoring Cement Lake in West El Paso due to the potential risk of a dam breach. The lake holds water from a naturally occurring spring. Crews are working to reduce pressure on the dam to help prevent any overflow from impacting nearby roadways, which would include Doniphan and Paisano Drives.
EPWater remains in close coordination with local agencies while crews work to maintain the integrity of the structure and prepare for any potential changes in conditions. EPWater acquired Cement Lake and 300 surrounding acres in late March 2026 from the Texas Department of Transportation as part of an open space acquisition.
