Fort Bliss, EPWater deepen collaboration through new Memorandum of Partnership

EL PASO - Colonel Brendan Gallagher, Commanding Officer of United States Army Garrison Fort Bliss, and John Balliew, El Paso Water President and CEO, signed a Memorandum of Partnership today at the TecH2O Learning Center. This agreement marks a significant step forward in the long-standing alliance between Fort Bliss and El Paso Water and sets the stage for expanded collaboration to strengthen community resilience.

It validates the years of coordination and shared problem-solving we’ve invested in, and we’re excited for what lies ahead.”

The Memorandum reinforces both parties’ commitment to furthering the collaboration that support the operational readiness of Fort Bliss and the broader well-being of the El Paso region. The agreement anticipates the implementation of a new Intergovernmental Support Agreement (IGSA) focused on architectural and engineering services, building on previous IGSAs that have reduced Army operating costs while generating non-ratepayer revenue for community infrastructure improvements.

In addition to the IGSA, El Paso Water:

  • Provides 100% of the potable water to McGregor Range, Fort Bliss’ most vital training asset
  • Provides 26% of potable water supply to the rest of the installation
  • Provides 100% of wastewater processing for Fort Bliss
  • Joint advocacy efforts in Austin and Washington to champion Fort Bliss priorities
