EPWater will provide customer feedback and share additional budget and rate information

EL PASO – The Public Service Board will hold a second workshop on the proposed FY 2027-2028 budget on Wednesday, November 4 at 6:00 p.m. EPWater staff will share feedback from recent community meetings and present information requested by the Board on five-year budget outlooks and rate impacts for a broader range of customers.

The workshop will take place at the EPWater Headquarters Boardroom, 1154 Hawkins Boulevard. It is open to the public, and attendees may sign up to speak in person on agenda items.

EPWater presented four budget scenarios to the PSB on Sept. 30, each with different investment levels, service impacts and monthly rate and fee increases for a typical customer:

  • High Risk: less than $2 monthly rate and fee increase: Cuts 300 positions, delays dozens of projects and cancels six major projects contracts. Puts $31 million in grants at risk and creates potential regulatory violations and contractual risks.
  • Lean: less than $4 monthly rate and fee increase: Cuts or freezes about 140 positions and delays 21 projects. Slows incident response and puts $8 million in grants at risk.
  • Strategic: approximately $5 monthly rate and fee increase: Advances planned priority projects while maintaining service, maintenance and financial stability.
  • Accelerated: approximately $7 monthly rate and fee increase: Replaces more large pipelines and completes more flood control work sooner with highest near-term investment.

At the workshop, the PSB is expected to narrow the four budget scenarios or identify a single preferred scenario. The PSB will vote on the FY 2027-28 budget, rates and fees on Jan. 13. If approved, they will take effect March 1.
