As Chief Financial Officer, Jeff Tepsick oversees El Paso Water’s financial operations, including budget and rate development, accounting, investments, purchasing, and contract management. Since joining the utility in 2004, Tepsick has brought more than two decades of progressive financial leadership and deep expertise in utility finance. Throughout his career, he has focused on optimizing financial operations, driving strategic planning initiatives, and ensuring fiscal responsibility and transparency.
Before his current appointment, Tepsick served as Interim CFO, where he guided the utility’s financial strategy, led cross-functional teams, and represented the organization before the Public Service Board and key stakeholders. His previous roles include Assistant Chief Financial Officer, Fiscal Operations Manager, Accounting Manager, and Senior Accountant — each reflecting his steady progression and dedication to public service.
Tepsick holds a Bachelor of Business Administration in Accounting and Management from The University of Texas at El Paso. He is recognized for his mastery of GAAP and GASB standards, as well as his expertise in governmental financial reporting. His leadership emphasizes transparency, innovation, and a commitment to sustainable growth for the El Paso community.
