Chief - Safety, Security, & Emergency Response

Muñiz oversees security, safety and emergency response for the utility. Prior to joining EPWater, he served more than 25 years with the U.S. Army Fort Bliss Fire & Emergency Services Division, culminating as Deputy Fire Chief and Interim Fire Chief. During his career, he led more than 130 employees across seven fire stations and managed fire suppression, aircraft rescue and firefighting (ARFF), emergency medical services, emergency dispatch, hazardous materials response and technical rescue operations.

As a senior leader within the Directorate of Emergency Services, Muñiz worked closely with police and security command to integrate fire, law enforcement, physical security and emergency management efforts to protect a 1.12-million-acre Army installation. He also directed department-wide safety programs, overseeing safety officers, developing risk assessments, implementing safety protocols and leading training initiatives that strengthened organizational readiness and reduced operational risk.

A certified paramedic with extensive experience in emergency response, emergency communications and organizational leadership, Muñiz advanced from firefighter, Captain, Battalion Chief, Assistant Fire Chief, Deputy Fire Chief and Interim Fire Chief. Muñiz holds a Bachelor of Science in Fire Administration from Columbia Southern University.
